Keith is a project management-oriented, global right of way professional with decades of energy industry experience. As an innovative leader in process design and refinement, he continues to provide his clients with insight into all aspects of the energy market. As an expert witness in the right of way field, Keith has testified or been deposed on behalf of many major oil and gas corporations. He calls Louisiana home, but regularly conducts business across the continental United States and overseas. He continues to consult with clients, both public and private, to solve their domestic and international right of way challenges.

With over 30 years of experience, Brad is one of the most seasoned professionals on our team. His areas of expertise include real estate appraisal, sales, and right-of-way valuation, consulting, negotiation, acquisition, and relocation assistance. He has served as a qualified expert witness and is an experienced instructor of real estate appraisal courses. Brad is passionate about serving the public interest and has held leadership positions in local, state and national real estate regulatory agencies. In his spare time, Brad serves as head engineer of Core Motorsports, his son's drag racing team. 

Tim girian, mai, asa, MBA

International division

Tim has a breadth of experience in real estate appraisal and is head of both our Northeast Region and International Division. A graduate of the University of Chicago Booth School of Business, Tim specializes in finance and holds appraisal licenses in nine states. Tim's areas of expertise include the valuation of income producing properties, portfolio restructuring and strategy for investment real estate holdings, as well as mergers, acquisitions, and liquidation of real estate assets. He has valued over $8 billion worth of property in his over 30 years of experience. His recent work has concentrated on valuation of property in Greenwich, CT and Nantucket Island, MA. Tim has been a member of the RWS team for over 25 years.

joseph G. kopec, Sr/wa

public works & special projects division

Joseph "Joe" Kopec, SR/WA, has over 40 years of experience real estate appraisals and acquisitions, including serving as Chief Real Estate Acquisition Branch, Chief Appraisal Branch and most recently as Project Manager for the Office of Hurricane Protection US Army Corps of Engineers, and New Orleans District. He has extensive disaster management experience in New Orleans and assisted with real estate asset management and valuation in the post-Katrina years. A veteran of the Vietnam War, Joe continued to serve our country with the Corps of Engineers for nearly four decades. In addition, he has served the public interest as the leasing advisor for the U.S. Department of Housing and Urban Development. Joe has been a valued RWS family member since 2011.

Keith Dronet, CPL, is a Certified Professional Landman with over 30 years experience in the energy land related sector dealing with relations between energy companies and landowners. His experience includes the securing of Title, Ownership, Landowner Negotiations, Right of-Way Acquisition, Oil and Gas Acquisition, and Instruments necessary to cure defects of title. He has extensive experience in managing agents/brokers in the research of parish/county and state records to determine the status of title. Keith is the owner of Discovery Land Group, LLC. and also Field Services Division Manager for Right of Way Services, Inc. He represents clients in the Right-of-Way, Oil and Gas, Surface and Mineral Title Fields and has represented several energy companies, law firms, banks and governmental agencies.

agricultural DIVISION

Earl Garber is a licensed crop consultant and rice, soybean and hay producer from Louisiana. He began his involvement in agriculture and conservation as a Soil Scientist, Soil Conservationist and District Conservationist with the United States Department of Agriculture (USDA). Earl became a partner in Garber Farms, a large scale crop production operation in southwest Louisiana. Since 2006, he has provided agricultural evaluations on hundreds of miles of linear projects including both pipeline and high voltage electrical transmission lines. Earl has qualified as an expert witness in the areas of agricultural crop production, agricultural crop valuation and agricultural landscape restoration. He is the owner of Garber & Associates, LLC. and the Agricultural Division Manager for Right of Way Services, Inc. Earl is an active participant in the Natural Resource Conservation and recently served as President of the National Association of Conservation Districts.

DANIEL SUIRE, ACF

FORESTRY DIVISION

Daniel Suire, ACF, is a forestry consultant specializing in timberland management, timber estimates, timber sales, boundary line maintenance, reforestation assistance, government program assistance, GIS (Geographic Information System) services, timber valuation and wildlife management. He is the owner and president of Willis and Suire Forestry Consultants, LLC and also the Forest Services Division Manager for Right of Way Services, Inc. Suire has over 20 years experience as a certified forester, currently manages over 200,000 acres of timber. Additionally, he has completed hundreds of timber valuations on various sized “tracts” for numerous short and long range petroleum products pipeline projects. His extensive experience, focus on safety, management of personnel, zero down time accident record, and timely response to clients demands has aided in the amicable acquisition of hundreds of miles of pipeline right of ways. He is a member of the Association of Consulting Foresters, Southern Hardwood Forestry Group, Louisiana Forestry Association and the Society of American Foresters.

Ruby McCall has decades of experience in project management and health and safety management, and as any right-of-way professional knows, this means she's a jack of all trades. From communicating with our clients and partners, to delivering results on the ground, Ruby has the uncanny ability to methodically distribute resources in order to achieve maximum output. She is the intermediary between our C-Suite executives and associates in the field and ensures the on-time delivery of people, product and most importantly, accurate information. Ruby has been a valued RWS family member for 5 years. In her free time, Ruby enjoys gardening, relaxing on the beach and spending time with her grandchildren.
